What is the background for this development?
​
In 2016, the County of San Mateo and Redwood City jointly conducted a study to explore the long-term feasibility of redeveloping a site along Middlefield Road in a manner that would complement adjacent Fair Oaks Health Center and achieve economies of scale, while best serving the interests of the community regardless of jurisdictional boundaries. Through the County master planning process, development of the site was determined to be the near-term priority as it was currently vacant and was the most fiscally feasible site to address the community’s pressing need for affordable housing, childcare, and additional community-serving uses. The County of San Mateo issued a Request for Proposals for the 2700 Middlefield Road site in July 2018, and Mercy Housing California (MHC) was selected. Since then, MHC has conducted multiple community meetings to solicit feedback on design, secured project financing, selected Peninsula Family Service as the partner for the childcare center, and began construction in June 2023.

BAR Architect & Interiors are the design team for Middlefield Junction.  BAR Architects & Interiors creates meaningful and engaging environments that enrich lives and enhance communities. A 70+ person architectural, interior design and planning firm, BAR approaches each project as an opportunity to develop a compelling solution that exceeds expectations. BAR has designed hundreds of residential buildings, community spaces, and master plans throughout California. Their belief in design quality and a collaborative, client-centered process has led to BAR receiving over 190 design awards. BAR’s award-winning affordable housing projects include Shirley Chisholm Educator Housing, Sol Harvest Village, and 636 El Camino Real.

Who is the construction team for this development?
​

James E. Roberts-Obayashi Corporation (JERO) is a Bay Area general contractor that consistently delivers high-quality, award-winning construction services. Mercy Housing California selected JERO to lead the construction team for Middlefield Junction, building on a long history of successful collaborations.

 

Since 1932, JERO has constructed hundreds of residential, commercial, and retail buildings across Northern California. They are known for landmark structures such as the Holy Cross Mausoleum in Colma, Rosenberg’s Department Store in Santa Rosa, and many of the first buildings constructed at the Veteran’s Home in Yountville. 

JERO specializes in multi-family affordable housing developments. They are committed to teamwork and a proactive, solution-oriented approach on all projects. They have earned a respected reputation for their collaborative approach throughout the building process, engaging every member of the project team to successfully fulfill a project’s vision.

Who will be the management agent for this residential community?
​

Mercy Housing Management Group (MHMG) will be the management agent for the property and is committed to providing quality property management services that reinforce the philosophy that all residents deserve respect, dignity, and a place to call home.

 

MHMG currently manages a total of 326 affordable housing developments nationwide. Of the 152 properties in California, 78 of these communities are located in the Bay area. Much of the Bay Area portfolio has been managed since the 1990s with the average length of management per property at over 17 years.

Who are the anticipated residents of Middlefield Junction?
​
The new rental apartments are intended for San Mateo County residents earning between 15% and 80% of the Area Median Income. For 2023, this is between $25,000 and $149,000 for a family of four. The selection criteria, application process, and other resident policies have not yet been determined. Information about the application process will be shared on this website when it becomes available.
